Opening Keynote Address: The National Landscape of HIEs

Let us presume secure, private electronic patient information exchange exists among competing medical delivery organizations and supports local and national patient care, public health and quality reporting activities. This session will discuss the following questions and issues: Should the public provide the same financial support for HIEs as for public highways (taxes) or utilities (regulated fees/assessments)? Is there a role for private, even for-profit, HIEs? What are the pros and cons of state legislatures embracing HIEs?
