HHS awards $241M to early innovator states for insurance exchange
The U.S. Department of Health and Human Services (HHS) has awarded seven cooperative agreements totaling $241 million to help a group of “early innovator” states design and implement the IT infrastructure needed to operate health insurance exchanges.
Kansas, Maryland, New York, Oklahoma, Oregon, Wisconsin and a consortium of New England states will use these new funds to develop Exchange IT models that can be adopted and tailored by other states.
According to HHS, starting in 2014 exchanges will help individuals and small employers shop for, select and enroll in private health plans. The grantees represent different regions of the country, as well as different exchange governance structures and information systems:

- Kansas: Kansas Insurance Department, $31.5 million;
- Maryland: Maryland Department of Health and Mental Hygiene, $6.2 million;
- New England Multi-State Consortia: University of Massachusetts Medical School, $35.5 million;
- New York: New York Department of Health, $27.4 million;
- Oklahoma: Oklahoma HealthCare Authority, $54.5 million;
- Oregon: Oregon Health Authority, $48 million;
- Wisconsin: Wisconsin Department of Health Services, $37.7 million.
