Gaffney is the CIO and senior vice president of patient care services for Winthrop University Hospital in Mineola, N.Y. In 2011, the hospital became the first on Long Island to demonstrate Meaningful Use and qualify for the financial incentive program established by the American Recovery and Reinvestment Act of 2009.
