Republican hopes to repeal and/or replace the Affordable Care Act (ACA) petered out in July, but healthcare industry groups still want Congress to delay the law’s health insurance and medical device taxes. The problem, according to Axios report Caitlin Owens, is finding the legislative vehicle to do so.

Congress already has plenty on its plate when lawmakers return to Capitol Hill after the August recess, including healthcare priorities like the reauthorization of the Children’s Health Insurance Program (which could get pushed back to December) and crafting a short-term ACA stabilization bill.

While there has been bipartisan support in the past on delaying these two taxes, the bitterness over the repeal-and-replace debate makes anything related to the law hard to discuss.

"It is a have-to-get-done that's really hard to get done," said one lobbyist.
