Anthem to exit Wisconsin, Indiana exchanges

Anthem won’t offer 2018 coverage on the Affordable Care Act (ACA) exchanges in almost all parts of Wisconsin and Indiana, calling the individual market “volatile” due to questions about how Trump administration will regulate it while trying to repeal the ACA.

“Planning and pricing for ACA-compliant health plans has become increasingly difficult due to a shrinking and deteriorating individual market, as well as continual changes and uncertainty in federal operations, rules and guidance, including cost-sharing reduction subsidies and the restoration of taxes on fully insured coverage,” Anthem said in a statement, according to CNBC.

Like its recent exit from Ohio, Anthem will maintain a small off-exchange presence in both states for 2018. This allows the insurer to make a quick return to the exchanges in case market conditions become more favorable.
